L. Earl Stocks, Jr. received his Bachelor's degree in Engineering Management from Ohio University in Athens, Ohio. He has over Fifty years combined industry experience in the manufacturing and service industries. Since 1979 his quality activities reflect direction toward the continuous improvement or Total Quality Management (TQM) in all areas of the quality discipline.

Mr. Stocks is an active member of the ASQ and SME. His experiences include the establishing, implementing, and measuring such quality systems as Ford Q1, Mil Q 9858A, Mil1 45208A, API Q1, and ISO 9000 series. Mr. Stocks is trained in assessing EN 46001, FDA GMP's and Automotive standards.  He has served on the ASQ Audit Division working committee to develop CQA exams questions. He is a past member of the US Tag to lSO/TC176 committee and Task Group, TGIOO11 for revising the ISO 10011-1,2,3 standard.   Mr. Stocks conducts national and international Registered Lead Assessor Courses to prepare individuals in their quest to become third Party registered lead auditors.  He trains personnel of NIST and other groups in understanding, implementing and auditing TSO/IEC Guide 25.90 and ANSI/NCSLZS4O-1.94, standards for calibration laboratories and measuring & test equipment. He is a member of the National Conference of Standards Laboratories and voting member to the Z540 Accredited Standards Committee.

Mr. Stocks holds professional certification status from recognized international/national societies. These are the Institute of Quality Assurance (IQA)/ International Register of Certificated Auditors (IRCA) in London, England - Registered Lead Assessor, Registrar Accreditation Board (RAB/QSA) - Registered Quality Systems Lead Auditor, Automotive Industry Action Group (AIAG) Formally Qualified to conduct QS-9000/TS assessments; American Society for Quality Control (ASQC) - Certified Quality Engineer and Certified Quality Auditor; Society of Manufacturing Engineers (SME) - Certified Manufacturing Engineer.

Working with a manufacturing / quality management service group since 1986, he has broadened and maintained a wide range of experience in many industries' SIC codes.
